This year’s theme is “With Sign Language Rights, Our Children Can” and the event is made possible through the sponsorship of the Department of Health Region 1, as headed by their Focal Person for PWD Ms. Helen Posilero. Hosted by the Ilocos Sur Association of the Deaf in the country’s only UNESCO heritage site, Vigan City, the event was flocked by deaf from all over northern luzon as well as deaf advocates and supporters.

The event kicked off with a parade that circled the city center, with NMSC team members waking side by side with the different Deaf groups from all over Northern Luzon and with NMSC’s very own Maximillian Eyking assisting in the flow of traffic, with everyone convening at the Vigan Convention Center. Present during the program are representatives of the honorable City Mayor Eva Marie S. Medina and of Ilocos Sur Governor Ryan Luis V. Singson, along with a representative of DOH Regional Director III-RO1 Edwin V. Sanchez, MD. to welcome the delegates.

Balaguer, current Miss Manila 1st Runner Up 2015 and the first Filipino Deaf model & beauty queen. Also, President of the Philippine Federation of the Deaf Youth Section Mr. Raymond Manding made a short presentation of his experience from his recent trip to Istanbul, Turkey for the XVII World Congress of the World Federation of the Deaf where he encouraged the deaf youth to join PFDYS and hopefully be able to gain the same experiences he had.
